What's Blocking This

Issuing real Visa/Mastercard-linked cards (virtual or physical) requires a card issuing processor partnership (e.g. Marqeta, Galileo-style providers) — it's a business decision as much as an engineering one. The data model already anticipates a card as a payment method type; actual issuance is not built.
